Creating Template:Anchor, or Any Templates, is not Possible on some Sites. See also Help. How to "Link to Anchor," without using a Template is explained on this Page. Click on #An at the Bottom of the Page. If a Site doesn't have a "Link to Anchor" Template, + you can't create one, use the following Code.

Can probably remove the line break. It worked. Template:Test02. Type "Template:Test04" in the Search Bar.
Users do not have Permission to Create Templates at [MeP/Help. Try Clicking on Template:Test04, or Entering "Template:Test04" in the Search Bar. Creating Template:Test02 + Template:Anchor on this Site, was Successful. Click on Both.
